Trump Delays Russia Sanctions Decision for Up to 60 Days as Energy Costs Pressure Americans

President Donald Trump’s administration is taking additional time to evaluate the economic consequences of Russia-related sanctions and tariffs, with Secretary of State Marco Rubio saying the review could last up to 60 days.

The announcement follows Trump’s decision to temporarily waive key measures under the Graham Act, legislation designed to increase economic pressure on Russia over its war in Ukraine and target countries purchasing Russian energy.

Speaking to reporters on Saturday, Trump said he had not yet announced a final decision on the measures. Rubio said the administration wanted more time to assess the potential economic impact before determining its next steps.

The decision comes amid continued pressure on energy markets linked to the conflict with Iran, which has contributed to concerns over global oil supplies and fuel costs. Higher energy prices can affect American households through gasoline expenses, transportation costs and the prices of goods and services.

The issue also carries political significance ahead of the November 2026 midterm elections, when voters will decide control of the U.S. House of Representatives and a portion of the Senate. Economic conditions, including household expenses and fuel prices, are likely to remain important issues for candidates and voters.

The temporary waiver has drawn criticism from supporters of stronger pressure on Moscow. Ukrainian President Volodymyr Zelenskiy warned that easing restrictions could encourage further Russian aggression. Senator Lindsey Graham has also expressed opposition to the waiver and indicated that he intends to address the issue with Trump.

The administration has defended its approach as an effort to evaluate economic consequences while managing energy-market pressures. Rubio also pointed to a separate arrangement involving U.S.-Russian diesel exports, saying it could help address disruptions in global fuel supplies.

For Americans, the immediate question is whether the administration’s decisions will affect energy costs, inflation and the broader economy. However, the 60-day review does not itself establish that fuel prices will fall or rise by a specific amount.

The policy could also affect international relations, particularly the balance between economic pressure on Russia and the need to maintain stable global energy supplies. The outcome will depend on the administration’s final decision and developments in the conflicts affecting international markets.
