Stephen Troell worked at an English-language institute in Iraq. According to the U.S. embassy, he was there on a private mission to work with the Iraqi people. However, the Department of Justice has stated that Nouri believed Troell was working for American or Israeli intelligence agencies.

Nouri has been accused of planning Troell’s murder, providing weapons, and offering safe harbor to the killers.

Nouri is currently in Iraq, where he was arrested and convicted for his involvement in the killing. An Iraqi court sentenced him for his role in the crime. Earlier, the Associated Press reported that four Iraqis and one Iranian had been sentenced to life imprisonment for the murder.

U.S. Attorney General Merrick Garland stated, “We will not tolerate terrorists and authoritarian regimes targeting and murdering American citizens anywhere in the world. Stephen should still be alive today, and we will work tirelessly to ensure justice for his murder.”

The charges against Nouri were revealed amid heightened tensions between the United States and Iran. The U.S. has been imposing sanctions on Tehran while warning against the advancement of its nuclear program.
