Leff stated, "This is the first time it has been proven that missiles made in North Korea have been used in Ukraine within months."

Russia's UN envoy, Vasily Nebenzya, opposed this information, claiming that Leff's organization was biased. He accused Leff of representing NATO and the European Union and asserted that his report was not impartial.

U.S. Ambassador Linda Thomas-Greenfield rejected these claims, stating that Russia had vetoed a proposal to end UN monitoring of sanctions on North Korea, making the work of independent research organizations even more important.

It is noteworthy that North Korean leader Kim Jong Un, after meeting with Russia's defense minister last November, had pledged "steadfast support" for Russia.
