Bangladesh and Russia Move to Expand Economic Cooperation

The Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) and the Russia-Bangladesh Business Council have signed an MoU to strengthen commercial relations between the two countries.

The agreement was signed during the Bangladesh-Russia Business Dialogue held at the FBCCI office in Dhaka on November 5, 2026.

The MoU is expected to create new opportunities for business-to-business communication, joint ventures, investment promotion and information exchange between companies in Bangladesh and Russia.

Both sides are looking to expand cooperation in several important sectors, including agriculture, food processing, energy, pharmaceuticals, engineering, manufacturing and infrastructure development.

Business representatives believe stronger institutional cooperation could help identify new markets for Bangladeshi products and encourage Russian investment in Bangladesh.

Trade Potential Remains Significant

Bangladesh and Russia have maintained longstanding economic relations, particularly in energy, fertiliser, food commodities and infrastructure development.

According to reported trade figures, Bangladesh exported goods worth approximately $353.9 million to Russia in the 2024–25 fiscal year, while imports from Russia reached around $1.36 billion.

Although bilateral trade remains significant, the trade balance is heavily in Russia's favour.

Bangladesh has the potential to increase exports of garments, pharmaceuticals, leather goods, jute products, ceramics, frozen foods and other manufactured products to the Russian market.

However, businesses face several challenges, including international payment restrictions, banking complications, shipping costs, insurance difficulties and concerns over secondary sanctions.

Addressing these obstacles will be important to achieving sustainable growth in bilateral trade.

Energy Cooperation Could Open New Opportunities

Energy remains one of the most important areas of Bangladesh-Russia cooperation.

Russia has considerable experience and capacity in oil, natural gas, liquefied natural gas (LNG) and nuclear energy. Bangladesh, meanwhile, is seeking reliable energy supplies to support industrial production and economic growth.

The two countries have opportunities to explore further cooperation in LNG and liquefied petroleum gas (LPG) supply, energy infrastructure and technical development.

Russia is also involved in Bangladesh's Rooppur Nuclear Power Plant project, one of the country's largest infrastructure investments.

The project is expected to play an important role in diversifying Bangladesh's electricity generation capacity and supporting long-term energy security.

Investment and Industrial Development

The MoU could also encourage Russian companies to explore investment opportunities in Bangladesh.

Bangladesh offers opportunities in textiles, garments, pharmaceuticals, agro-processing, construction materials, engineering and manufacturing.

At the same time, Bangladeshi businesses could explore opportunities to enter the Russian market through stronger commercial networks and partnerships.

Industry representatives believe that regular business dialogues, trade delegations, exhibitions and investment meetings could help turn existing opportunities into practical business projects.

Challenges Must Be Addressed

Despite the positive outlook, several challenges remain.

International sanctions related to Russia have complicated financial transactions and created difficulties for companies involved in bilateral trade.

Payment mechanisms, currency settlement, shipping arrangements and insurance services remain important concerns for businesses.

For Bangladesh, maintaining compliance with international financial regulations while protecting its trade and investment interests will be essential.

Experts and business stakeholders will also need to assess the commercial feasibility of proposed projects before major investment decisions are made.

A New Chapter in Bangladesh-Russia Business Relations

The signing of the MoU represents an opportunity to strengthen private-sector engagement between Bangladesh and Russia.

However, the success of the initiative will depend on its practical implementation, improved payment arrangements, increased business communication and the removal of existing trade barriers.

If both countries can translate the agreement into concrete investment and commercial activities, bilateral economic relations could expand further in the coming years.
