Washington, March 13, 2025 – According to a Reuters report, Russia has presented its ceasefire conditions to the United States, which, according to sources, could help end the ongoing war against Ukraine and restore relations between the two countries. However, it remains unclear whether Russian President Vladimir Putin is willing to engage in peace talks with Ukraine or how realistic these conditions are.
Sources have stated that Russia’s key conditions include: preventing Ukraine from joining NATO, prohibiting the deployment of foreign troops on Ukrainian territory, and securing international recognition of Crimea and four other provinces as part of Russia. These demands have previously been presented by Russia to Ukraine, the U.S., and NATO.
The U.S. administration has indicated its willingness to discuss Russia’s conditions; however, uncertainty remains regarding a ceasefire between Ukraine and Russia before the peace talks can begin. Experts have expressed concerns that Putin may use a ceasefire as a strategy to create divisions among the U.S., Ukraine, and Europe, which could ultimately disrupt peace negotiations.
Russia had raised these same demands during discussions with the U.S. in 2021 and 2022. While the Biden administration rejected many of these conditions, it attempted to engage in discussions on some aspects to reduce the risk of a Russian invasion of Ukraine.
Meanwhile, Ukrainian President Volodymyr Zelensky stated that this week’s meeting between U.S. and Ukrainian officials in Saudi Arabia was productive. He added that a 30-day ceasefire negotiation with Russia could be the first step toward a broader peace agreement.
