Medvedev stated, "Realizing the inevitability of their military defeat, [Ukraine] is carrying out cowardly and despicable attacks on peaceful cities."

It is worth noting that recently, Russian Lieutenant General Igor Kirilov, head of Russia's Radiation and Chemical Defense Forces, was killed in Moscow by a bomb hidden on an electric scooter. A Ukrainian source has confirmed that Ukraine's intelligence agency, the SBU, was behind the attack, describing it as a special operation.
