[United Nations Headquarters, New York | July 23, 2025] — UN Secretary-General António Guterres has described the ongoing humanitarian catastrophe in Gaza as “a scene from hell.” In a special session of the UN Security Council, he called on all 193 member states of the United Nations to adopt diplomatic means for resolving all conflicts peacefully.

A resolution proposed by Pakistan was unanimously adopted by the 15-member Security Council, emphasizing the importance of peaceful settlement of disputes.

Guterres: “Hunger is now knocking on every door”
The Secretary-General stated, “Across the world, we are witnessing blatant disregard for international law and the UN Charter.” He highlighted the humanitarian disaster stemming from the Gaza crisis, including Israel’s blockade and the obstruction of aid delivery.

He added, “Due to Israel’s lack of adequate security clearance and access, it has become extremely difficult for the UN to deliver humanitarian assistance.”

Pakistan: Calls for peaceful resolution of all conflicts, including Kashmir
The session was chaired by Pakistan’s Foreign Minister Ishaq Dar, who called not only for a resolution to the Gaza crisis but also for a peaceful solution to the Kashmir conflict.

He said, “Multilateralism is under threat today, as the lack of political will and geopolitical interests are undermining the effectiveness of the United Nations.”

United States: We must return to the spirit in which the UN was founded
Dorothy Shea, the U.S. Deputy Ambassador, stated that under President Donald Trump’s leadership, the U.S. has worked to de-escalate tensions in Gaza, Iran, India-Pakistan, and the Congo crisis.

She also expressed concern about China’s “illegal claims” in the South China Sea and Russia’s aggression in Ukraine.

Shea said, “Russia must stop attacking civilians in Ukraine and adhere to the principles of the UN Charter.” She also called on other nations to refrain from supporting Russia.

The resolution adopted by the Security Council calls for the peaceful settlement of disputes through means such as negotiation, mediation, judicial settlement, and regional arrangements.
