Indian Prime Minister Narendra Modi visited Mauritius on March 11-12, marking a significant milestone in India-Mauritius relations. This visit was conducted under India's "Mutual and Holistic Advancement for Security and Growth Across Regions" (MAHASAGAR) policy, aimed at ensuring security and development in the Indian Ocean region.


Reaffirming Historical & Diplomatic Ties

PM Modi received a warm welcome at 6 AM at the airport by the Mauritian government, reflecting the depth of historical, cultural, and strategic ties between the two nations. His strong rapport with Mauritius' Prime Minister Navin Ramgoolam was also evident throughout the visit.

India and Mauritius share deep historical and socio-cultural ties, rooted in the 19th-century British colonial practice of indentured labor migration from India. Today, approximately 70% of Mauritius' population is of Indian descent, influencing various political, economic, and cultural aspects of their bilateral relationship.


Economic & Trade Relations

Mauritius seeks to establish itself as a major economic and trade gateway to Africa. In 2021, India and Mauritius signed the "Comprehensive Economic Cooperation and Partnership Agreement" (CECPA) to boost trade and investment. However, many Indian businesses prefer direct investment in Africa, limiting Mauritius' expected success as a financial hub.

Trade Imbalance & China's Growing Influence

Although India is Mauritius' leading supplier, Mauritius' economy is increasingly influenced by trade with China and other Asian nations. In 2023, Mauritius imported $993.08 million worth of goods from China but exported only $26.32 million to China.

Conversely, Mauritius imported $646 million worth of goods from India, including $138 million in refined petroleum, but exported only $64 million worth of goods, with $24 million being iron scrap.


Defense & Security Cooperation

As part of the MAHASAGAR initiative, India has strengthened military and maritime security cooperation with Mauritius. In recent years, India has increased defense investments in Mauritius to counter external threats and ensure maritime security.

During the visit, India and Mauritius signed agreements on:

Intelligence sharing
Supply of advanced surveillance equipment

With China's increasing naval presence in the Indian Ocean, India is strategically strengthening Mauritius’ defense capabilities.


Infrastructure & Development Projects

India has long been a key partner in Mauritius' infrastructure development. During Modi’s visit, several significant projects were reviewed and announced, including:

Social Housing Project
A Modern ENT Hospital

Additionally, Unified Payments Interface (UPI) and RuPay card services were launched in Mauritius to facilitate digital transactions for trade and tourism. India also announced the establishment of Jan Aushadhi Kendras to provide affordable medicines to the public.


Education & Cultural Exchange

Although India and Mauritius share strong cultural ties, these bonds are gradually weakening among younger generations. With increasing educational opportunities in Western countries, the number of Mauritian students in Indian institutions has declined.

To address this, India has introduced:

400 scholarships under the Indian Technical and Economic Cooperation (ITEC) program
"Know India Program" for 385 Mauritian youth to explore Indian culture and education

Another cultural initiative is the Ganga Talao (Grand Bassin) Revitalization Project, a sacred Hindu pilgrimage site in Mauritius, recognized as the 13th Jyotirlinga.
