April 7, 2025 – Ukraine will send a delegation to Washington this week to continue discussions on a comprehensive mineral agreement with the United States. Ukrainian Deputy Prime Minister Yulia Svyrydenko shared this information in a tweet on Monday.
Svyrydenko stated, "We want to establish consistency in project selection, legal frameworks, and long-term investment mechanisms." The U.S. administration has proposed that Kyiv share a significant portion of its mineral revenues. Former President Donald Trump views this agreement as a way to recover billions of dollars in aid given to Ukraine for its war with Russia. However, Kyiv remains cautious about the potential loss of future resources.
At the end of March, Washington presented a revised draft agreement to Ukraine, which is much more extensive than the previous version. Svyrydenko said that the discussions with the U.S. reflect the strategic interests of both countries and their "joint commitment to building a strong, transparent partnership."
She further added that Kyiv's delegation will include representatives from the Ministries of Economy, Foreign Affairs, Justice, and Finance.
Ukrainian officials have been cautious about commenting on the draft agreement, as its summary indicates that the United States could claim a portion of Ukraine's natural resource revenues for years to come. Ukrainian President Volodymyr Zelensky has stated that Kyiv is not in favor of repaying past U.S. assistance as a loan or entering into any agreement that could damage Ukraine’s future plans for EU membership.
