[Washington, July 2025] — President Donald Trump has dramatically shifted his stance toward Russian President Vladimir Putin. Returning to the White House, he has for the first time openly declared direct support for Ukraine and issued a strong warning to Putin through a new NATO arms agreement.

Under this deal, NATO members will supply Ukraine with advanced weaponry, enabling Kyiv to strike deep into Russian territory. Trump stated, “Putin must come to a peace agreement—or else a devastating sanction will be imposed on his country’s main economic lifeline, namely oil exports.”

Strategic shift from ‘America First’

This position differs from Trump’s campaign rhetoric, where he urged Europe to lead the Ukraine war and pledged to keep the U.S. away from foreign entanglements. Even some within the Republican Party have expressed discomfort over his new stance. Representative Marjorie Taylor Greene said, “We do not want to arm Ukraine or get involved in foreign wars.”

However, Trump’s close security advisor Fred Fleitz remarked, “Trump now understands reality. If showing strength is necessary for peace, he will do so.”

‘Campaign promises versus reality’

Security analysts believe Trump has realized that indifference will not stop the war. John Hardy, deputy director of the Russia program at FDD, said, “It’s not enough to just stop Russia’s missiles; their military production centers must be destroyed.”

He added, “Ukraine’s air defenses must be strengthened so that Russia’s war costs increase and they find continuing the war financially burdensome.”

This arms deal is expected to boost Ukraine’s military capabilities while simultaneously increasing economic and political pressure on Russia. Trump said, “I am a proponent of ‘America First,’ but I will decide when, where, and how to apply it.”

Fleitz believes the war will end with a “negotiated ceasefire,” in which Ukraine will give a time-bound pledge not to join NATO but will receive heavy weaponry and security guarantees from Western countries.

In this approach, Trump is sending a tough message to Putin while militarily empowering Ukraine. Analysts say ending the war requires equal emphasis on both military parity and political dialogue. While Trump’s strategic shift signals significant support for Ukraine, how effective it will be in bringing lasting peace remains to be seen.
