Indirect negotiations between Israel and Hamas regarding a ceasefire and the release of hostages have been ongoing for over a year. However, despite mediation efforts by the United States, Qatar, and Egypt, the talks have primarily stalled due to several critical issues.
Main Obstacles:
Terms of Exchange: One of the major hurdles is the difference in conditions between the two parties regarding the release of hostages and prisoner exchange. Hamas demands the release of numerous Palestinian prisoners, including leaders involved in terrorist activities. On the other hand, Israel is reluctant to release such prisoners, especially since one of the masterminds of the 2023 attack was a former released prisoner.
Duration of the Ceasefire: Hamas seeks a permanent ceasefire, while Israel aims to completely destroy Hamas’ military capabilities through a military victory. Israeli Prime Minister Benjamin Netanyahu has pledged to resume operations post-ceasefire to achieve this goal.
Israeli Presence and Security Measures: There is also disagreement over Israel's presence at the Gaza-Egypt border and the inspection of returning residents. Israel insists on maintaining strategic security corridors to prevent arms smuggling, while Hamas opposes any permanent Israeli occupation.
Post-War Governance of Gaza: There is still no effective plan for governance in Gaza after Hamas. The United States supports a reformed Palestinian Authority to govern post-war Gaza, but Israel opposes the idea of a Palestinian state.
Humanitarian Crisis:
Daily Israeli strikes in Gaza have resulted in numerous Palestinian casualties. Nearly 2.3 million people have taken refuge in temporary camps, facing severe humanitarian challenges as aid delivery remains difficult.
Future Negotiations:
The potential agreement on a ceasefire and hostage release would be implemented in multiple phases. In the first phase, Hamas would release the most vulnerable hostages, and Israel would withdraw from certain areas. In the second phase, a complete ceasefire and withdrawal of Israeli forces would lead to the release of the remaining hostages.
The ongoing mistrust and political differences between the two sides continue to fuel the conflict in Gaza, exacerbating the humanitarian crisis.
