[Baku, July 5, 2025] — In a powerful speech at the 17th summit of the Economic Cooperation Organization (ECO) held in Azerbaijan, Iranian President Dr. Masoud Pezeshkian declared, “Under Article 51 of the United Nations Charter, Iran’s armed forces have lawfully exercised their right to self-defense and have delivered a severe response to the aggressors.” He added, “This actionhas prevented the escalation of war and was justified in defense of the Iranian people, national sovereignty, and territorial integrity.”
Accusation Against Israel and the U.S. for Aggression
President Pezeshkian stated, “The Zionist regime of Israel initiated the attack in violation of Article 2 of the UN Charter, as well as international laws and norms. The United States has directly participated in this assault.”
He revealed that during the 12-day war, Israel and the U.S. targeted Iran’s military bases, university professors and scientists, ordinary civilians, peaceful nuclear facilities under the supervision of the International Atomic Energy Agency (IAEA), and critical infrastructure.
Aggressors Have Learned a Major Lesson
Pezeshkian noted that many Iranian civilians were killed or injured in the attacks, saying, “Iran’s armed forces exercised their legitimate right to self-defense and have taught the aggressor forces a harsh lesson.”
He emphasized, “This response was not merely resistance — it prevented a wider regional war.”

Expressing gratitude to the nations participating in the summit, Pezeshkian said, “We are thankful to the countries that condemned the Israeli and American acts of occupation. History will remember your stance for international solidarity and justice.”
